yes why not.
first finalize what are the subjects/courses u are going to teach.
second prepare cource material for the same.
third appoint teaching/non teaching staff
fourth rent/buy a building with 3 or 4 class rooms, toilet, reception area, lab etc
fifth get ur institute recognised from some american(if possible inidan) univercity
sixth speak to some placement agencies for getting placement to your students.
seventh buy atleast very good 15 computers and 2 printers
eighth print prospectus, application forms etc
ninth give heavy advertisement in News Paper, TV, Film etc
tenth see a priest and fix a date for inaguration
eleventh call some minister for inaguration
twelveth start your institute on that day
if u can do all the above and u can pay me 25000 Rs. Salary Per Month, i can join as your associate.
if not possible please be patient and quite and sit in your home.

Definitely You can. You did not mention whether institute is independent or affliated with major institutes like NIIT,SSi etc.,
If it is independent you need to find good place to start, then buy computers and networking hardwares etc., and you may have to spend considerable time in advertisement. If it is affliated you have to apply for franchise with major institute. They may ask for some deposit and rest everything is same. In the 2nd type you can get away with advertsement as they take care of everything

**** u dude, if u have that much money, why did u waste 3 years studying . why didnt u open it before? its highly unlikely that ur gonna save some money by fireing some tutor and taking his place. thats a dumb question. u did programming stick to it. dont go to business.
