To launch a website there are a number of steps to take. Firstly, you must do some research about domain names and hosting package to see what is right for you. Then you can create your webpages using a programming language you are familiar with e.g HTML or a webdesign software like Dreamweaver. Once you are happy with your design upload the site to your server which is provided by web hosting companies.

If you have windows XP and Office installed
1. Open frontpage express
2. Design a page you want to launch
3. Save it with its name as index.html, Save all realted files in 1 folder
4. Goto web, open yahoo or google search, type 'Domain Regsitration and Hosting' There will be millions of results
5. Examine first few and book a domain through 1 of them, get a hosting FTP details in your email
6. Download one of the free FTP products like Ws FTP or Cute FTP
7. Launch your FTP program as per the details in your hosting co email
8. Upload the saved folder into www or public_html folder
9. Open browser and view your newly launched site

Most Design programs have a Preview in Browser function, it isnt a real launch, but it shows you what it will look like.
To launch a site you either need a Host or a Server. Most ISPs offer free hosting per e.mail account, smallish pages, but its free.
