There are different varieties of dandelions but all have a photoperiod of around 12 hr light and 12 hours dark. This occurs in the spring and early summer. It also occurs in the fall like now (we're getting close to 12 hr days and nights again) and if other conditions are right they sometimes bloom a second time around now.

There is a day called 'dandelion day' when all the flowers are supposed to be their best, and you can rush out into the morning dew and pick them to make drinks like 'dandelion and burdock', 'dandelion wine', etc. I think it's either July 11th or 12th - not sure which - though dandelions are out before then. Certainly the first week of July is the best one for picking loads. In these days of horrible hot summers and high humidity all the year round, they flower earlier - although this year they were spot-on, due to the late spring. There are still some around now, and I've seen them at Christmas - baffled climate altered by stupid people - us.
Of course you may want to know so you can crush them to death, or dig them up from your lawn, once and for all ... not make dandelion chains at all.
Oh, and don't believe that tale about them and wet beds - one of the Old French names is 'Pis-en-lit', and our name for them comes from the more formal French 'Dents-de-lion' - because of the leaves, I think and the shaggy yellow heads.
And yes, the young leaves are quite tasty in salads.
Have fun looking!

Mine bloomed first in spring at the same time my tulips bloomed. My tulips were yellow, and with the mass of yellow dandelion blooms at the same time, made the tulips totally un-noticed. I could have saved the money I spent on the tulip bulbs! (Central Ohio, zone 5)

Dandelions (Taraxacum officinale) is a perennial weed. It flowers in summer, quite early on. I've got one flowering now, at the moment, due to the warm weather.
