you have to access this setting in the bios (press DEL while the machine boots). you can enable and disable wake on lan from there.

Previous answers are correct ... you must enter your computer's BIOS to enable this feature.
The default method for doing this is the "DEL" key at bootup, however, if you own a brand name PC this may vary (F1 key on HP Pavillion computers) ... you should see a message on your boot screen saying : "Press ??? key for setup".
Once in the BIOS setup utility please go to the "Power" section. There you will see the "WOL" feature.
Choose "enable".
