I really dunno about the exact price mechanism Down Under. Here're seemingly technical reasons, though:

1.Diesel has a higher specific gravity than petrol - so u get more Kgs of fuel per liter.

2. The Calorific(Energy) Value of Diesel per liter is higher.

3. Ultra Low Sulphur Diesel requires special processing, bringing it's cost per liter at par with petrol

4. Diesel generates more pollution- CO, unburnt hydrocarbons, SO2, SPMs, etal. Hence needs to be taxed heavier.

5. Use of Diesel needs to be deterred for reasons at 4 above.

6. Several countries are willing to buy Diesel, not petrol. So, Diesel attracts a premium.

Because diesel is gotten from crushed Wallabies down under, and they are very hard to catch!!
