Given that they do a pretty good job already curtailing civil rights, disregarding the constitution, writing torture into law, exempting themselves from following laws they cook up; what other ways could they come up with?

Well, there is still some environment left, but he and his henchmen will take care of that green stain in no-time.
There are still some oil rich countries left to invade. Nigeria and Venezuela spring to mind. There is still some middle class left and they desperately need to be pushed into poverty, so in two years they should be taken care of as well. Some of his billionaire buddies are still single-digit billionaires, so they need some help and he is surely able to provide for them.
