well of course it could, depending on the situation. High jinks at a drunken christmas party are a lot different from a deserted car park late at night.

It will depend on the manner or how he exposed himself. Example:
1) if it seems to make the woman feel threatened of getting raped, it will cause a psychological harm to her -- like feeling becoming a victim of a crime. It's also possible that the woman may feel disrespected or seeming too low for the male to be exposed at.
2) if the intention was to impress the woman, either the woman will be disgusted or impressed.

The intention can be determined upon the action or facial expression of the exposing male; but the impression can also be determined from the facial expression or reaction of the woman as well. Therefore, it can be determined whether the action has caused a positive or negative phychological effect to the woman.

Well, depends on the society. If you take a society in the western world, it would be no. It may shock her at the point it happened, but no psychological harm! Thats bcos the grown woman has already been exposed a man's bare body. Even if not 'live', at least via the media
However, if you talk about societies which are conservative, like Arabic society, nuns, or some highly german religious groups, then yes it may cause harm if the woman had not been exposed beforehand.

Probably not, but it could cause him a free ride to jail for at least as long as it takes to get booked and released. I think you get a free photo too. I dont know if they allow exposure during the photo shoot, go see.
