Childhoods where one or both parents were emotionally (or otherwise) abusive or where substance addiction problems have occurred have the potential to leave a person apathetic.

Basically, if someone grows up in a situation where constantly:
(1) Nothing they say or do matters.
(2) Their opinions and feelings are ridiculed, dismissed, or put down in some way.
(3) Their desires go unmet

(i.e., they are powerless to have any of their desires met)

then they have a strong tendency to become apathetic in order to avoid the pain. The mind does this automatically; it's learned behavior. Note that this usually has to happen for a prolonged time, for the person to be 'stuck' in apathy mode.

It can also occur during adulthood, such as being in a career where one feels useless and/or incompetent, yet being unable to change professions. Any situation involving futility of some sort will lead to apathy, eventually, because otherwise the suffering would grow too immense.

The work of Bowlby and those who came after him also shows also that the mother's bond with the infant can have a profound impact on later ability to connect with others. If the child is deprived of the maternal bond within a certain age (18 months - 30 months), there is much more chance that the child will have trouble forming real relationships later.

(These are called anxious-avoidant children and tend to keep relationships superficial and remain apathetic to other people.)

And, finally, some people are just very self-centered and self-interested, and really don't care much to empathize with others or their problems. (Perhaps they are simply this way, or spoiled as kids and so are not used to having to empathize, or whatever -- but they would be prone to just ignore others and their pain.)

il be short and sweet

Well lets see. I guess a bad childhood would obviously make a person apathetic. Such as, uncaring parents, abusive family members etc

Or maybe he/she could be suffering from mental problems...PSYCHOPATH

You should reword your question so it doesn't sound like you want your mom to write your term paper. You probably wrote this question from your laptop at the bar.
