YOur brake fiuld should be flushed every 40,000 KM because it is hydrocospic.(aborbs moisture) and thus lowers it's boiling point. It's is a regular preventative maintaionece item. However do not top up the level in the master cylinder unless you have a leak. The level will go down as your brake linings wear to the point where it triggers the dash light. It is a warning device. If you continually top up the level you will not get this friendly warning.

How often? When you check the oil should suffice. But if you're having ANY brake problems, check it all the time. Yes, the brake fluid will run out if you have a leak in the system. And yes it will greatly affect the function of the brake. However, do to the design and engineering of the master cylinder, even without brake fluid, you should be able to stop the car. But it won't stop as quickly or easily, and you should definately get this repaired, if needed, before you reach this point. Brakes are VERY important.

Whoever says not to add brake fluid until you get a warning light needs to shut up before he kills somebody. There will be minimum and maximum lines on the reservoir. Keep the level between those. You should flush the lines every 60,000 or so. Keep the old brake fluid in a glass jar for a day to let it settle out, and you'll see why. It'll look pretty grungy.
