You can use programs like Adobe Illustrator or CorelDraw, there are also free programs. Most use 'vector' points and strokes to 'draw' what you want. You can use your artwork as a template to make a digital artwork. Many programs offer a wide choice of colors, gradients, and textures. You can also make 3D art which can be both challenging and fun.
Check out www.download.com and click Design Tools, check out what's out there, read reviews, try out a few, and maybe consider one of the full programs once you get a hang on the free ones or free trials.

I usually use the scanner because I don’t have a digital drawing pad. It usually goes on the computer where it is manipulated. sometimes i perfer 3d rendering software art over 2d drawings it depends on my mood.

Well, if you do oil painting with oils, and acrylic paintings with acrylics, I'd say you do digital art with your digits.
