I'm guessing there's a psychological explanation, but is it known that they were born this way or because of bad parenting/abuse etc?

My guess is:

1) they are brainwashed/indoctinate into thinking that what they do serves a higher purpose and therefore is justifiable.

2) A part of a group, whatever the atrocity done, the guilt is divided equally so each one feels less guilt. Better still, the guilt is borned soely by the leader.

3) The belief that it's a dog eat dog world and therefore everything is fair game.

It's a sad world we live in.

People who truly have no consciences are sociopaths and the reasons for it reach back into childhood. One school of thought is that their basic needs were not met before the age of one and they learned that the world was a cold, uncaring place and they would have to put their own needs first no matter the cost to other people.
Another school of thought is that they don't condition to pain in a normal way because of an altered brain chemistry and don't learn social boundaries. They are often risk takers.
An intelligent sociopath can be very charming and manipulative until he cannot get what he wants.
A diagnosis of sociopathy includes cruelty towards animals during their childhood.
Do not become involved with such a person or you will live to regret it!

There are actually 3 levels to this. Your conscious (the here and now), subconscious (everything you've done stored in your body) and superconscious (your spirit). Everyone is made up of these. We all bury things in our subconscious that we aren't ready to deal with, but it will always be there until we deal with it and let it go. Also, everyone dreams at night, but it is easy to forget them right away. Dreams are our subconscious telling us a story about issues we need to deal with. Learn to interpret them and you can learn a lot about yourself. Again everyone has a conscious, but when we surpress it it manifest into things like resentment and addiction. Don't hold things in, tell someone you trust.

It is because of the way they have come to view the world. If they can only see it through their perspective they will have a hard time understanding others, and sympathizing with them.

Selfish people mostly have no conscience; in a sense that they only focus on their personal gains and not caring if it harms anybody else.

Violence in Movies and in Music desensitizes them. People on power get the advantage to do as they please. Read about how Michael Foucault states that rich and powerful make the rules for living.
