The CDROM may well have bit the dust or you are plugging it in the wrong way check the data cable on both the ends. Is it an external CDROM? If so, and you already have a CDROM in the computer case, then they are set to master by default and two master CDROMs cannot exist in one computer as masters. One has to be master and the other as a slave or cable select.

First of all there is no CD-ROOM built yet. It's called CD-Rom. Go into bios setting of your computer and see if the boot sequence settings are such that your computer will boot from CD-Rom then Floppy (if installed) and finally Hard disk. If so change them to boot from Floppy first and then CD-Rom and finally Hard disk. If not floppy drive installed then the sequence should be Hard disk then CD-Rom.
In order to get into BIOS setting press F2 or F8 on your keyboard when your computer restarts (ie. when you see the very first screen appearing on your PC, a DOS like screen). Once you are in the BIOS screen following the instructions on the screen for changing the boot sequence. REMEMBER NOT TO CHANGE ANYTHING ELSE OTHERWISE YOU WILL SCREW UP YOUR PC!!!
Hope this solves your problem!!

Do you have a floppy rescue disk?
Many of the operating systems use them, if your computer has a floppy drive.
Most PCs can access a floppy drive even in safe mode but many can't access the CD-ROM unless it has been enabled.
You may also want to check out your boot set up.
Normally the PC should boot up from the hard drive.

okie as some one said if you wanna play a cd rom you willl have to put it after it starts...
if the cd rom is already in there and if it doesn't starts which means your first boot device on bios is set to cd rom drive so if the cd is in there it will try to boot from the cd where as the cd is not the Operating system by all means..

Make sure you have connected the cable
for CDrom properly.
As soon as computer starts press F8
and go to SAFE Mode.
2. Try settings/control panel/add new hardware
to add the cdrom drive. Windows should detect it.
and install it. If not try in normal mode.

You cannot start a computer with a CD Rom in it.
If you want to run a CD Rom, you must do it after your computer is up and running.

I have found that if you rewire the plug to 220 and plug it into the Dryer outlet in the laundry room, it works perfectly.
