Possibly Kim Jong-Il of North Korea because he will not listen to reason or pursue a diplomatic course in solving the problem with nuclear testing in his country. His record on human rights and forcibly starving his people is also abysmal.
Runner-up: Robert Mugabe of Zimbabwe for taking away agricultural land from qualified farmers and giving it to people who know nothing about farming and are causing their land to rot and the people to starve.

Would say George Bush, but does anyone really think that the man has any real idea of what is going on in the world? Least of all that most of the destruction is a good part to do with him...
