My taps are turned off ,but it is leaking from the two nuts behind the taps.

Try tightenng the nuts. If it still leaks, shut the water off and disconnect. There must be a bad gasket in the connection. The gasket could be kinked or cut.

Turn off the two taps in the attic storage tank.
Remove the mixer by undoing those nuts, check that the washer is undamaged, replace anyway, smear with gloss paint and replace immediately.
I forgot to mention that you should let water run to rid pipe of water.
Don't bother turning off the mains, its got nothing to do with it. UK only.

turn off the water supply at the main stop-c0ck, take off the tap and look at the seal at the leaky point.
Might just need a new washer, if not call someone in to replace the pipe with either copper or compression fit tubing.

You can purchase plumbers tape, this is wrapped around the tread and seals the nuts. Also try changing the washers.

try using ptfe on the compresssion joints, or check that they butted up correctly

try folding some plastic or cloth on it. it ought to do the trick...
