No. The saying comes from Britain in the middle ages. Shop keepers and tradesmen would "hang out" their signs in front of their businesses to advertise. As such, people began using the phrase "where is your hang out?" Eventually this became a noun describing places other than businesses and a verb describing the actual action of "hanging out."
