This has nothing to do with your USB port or computer systems, the problem lies on the external hard disc box.

USB 1.0, 1.1 up to the early generation of USB 2.0 have compatitbility issue, sometimes it work perfectly, other times it goes haywire.

Problem like yours can be correct by removing the USB connection, turning on the external hard disc, once it properly spin, reconnect the USB cable to computer, it will work, but over times, the problem becomes more severe that 3 times out of 10 try it will work, the external enclosure will also generate a read/write timiring failure.

My recommendation is to replace the external hard drive enclosure.

The best recommendation I will give, instead of using USB based external drive, use a networked based hard drive enclosure, NAS price are droping, you can buy a NAS enclosure with a large capacity disc, its more stable and its neworked, the only drawback is it is not as portable as USB based enclosure.

I already dump my USB enclosure and replace with 2 Iomega NAS, I am planning to a get another D-Link DNS-323 which can hold 2 SATA drive, there is also a Netgear equivalent product for this.

If your computer is not working properly when it is switched on, it could be a problem with device drivers, hardware or software.
