possibilities are;

- the background download process took a little longer, when you saw something on the web, it only display the image, but when you need to save it, it need to fetch the copy from the site and store this into your hard drive, that fetch process at that time possibly encouter a traffic, which took a little longer.

- the hard disc you are using have too many fragments, when the computer is processing the store/save, it need to copy bits in different sector, which may take a few amount of time, try to defrag your hard disc often

- you have open too many background application, if your computer have limited DRAM, the system will try to use virtual memory which is the hard disc portion allocated for the system use, as it process read and write while accomodating new data, it takes a while

- last but not the least, you have anti-virus install, it tries to scan your download and the task takes a little bit longer.
