I have two theories one was a study done at a college the other is my own theory.
The college test compared saggers to non-saggers. As the study progressed they learned, who knows how, that saggers gerenerally didn't wipe their butts as well as non saggers and were afraid of gettig brown stains on their underwear. This led students to believe saggers never learned how to wipe their butts. It was also concluded that guys who wear boxers in general can't wipe their asses.
My theory is boys spend a lot of money on boxers and want people to see how "sexy" they look wearing them. It's aslo a status thing. "Look at me I can afford Abercrombie boxers!"
You have to wonder about a guy who thinks another guy looks hot dressed this way. I'm not saying he's gay but you have to wonder...
Girls don't do it because they knows it looks silly.
PS: It's also proven that sagging pants are not good for your posture because it changes how you walk affecting your gait thus damaging your spine.

I haven't the foggiest, i have a close friend that constantly does that and he butt hangs out over the back. Never quite understood that, but he seems to like it. To each their own i suppose. o_O
