Ask if your old PO Box is still available. If so sign the paperwork and pay for it yourself. Once it is in your name, your ex and ex-in-laws will not be able to squat about it.
If it is not available, return the key and get a new PO Box. Make sure you inform everybody of the change-including creditors and other people who send you bills. Depending on who is using the box now, you may or may not get your mail in a timely fashion-if at all.

Your exmother-in-law shouldn't have control of your box.
Legally, if you're late to pay for anything, the person that you're paying to has the right to take back whatever it was (such as a house or a car). But morally, no.
I don't think your late payment has to do with the post box though. I think its more the exmother-in-law problem.

I had something like that happen to me, the problem is that i paid my po box, i left a check in my box, they took it, charged, and eliminated my po box, they gave me a number to call and it was fake, now i lost my money and they gave my po box to a vet.

They have no responsability to give you something for free. While you might have intended to eventually pay them, they have no way of knowing that. And I am sure there are people who try and cheet them every day.
