I tried checking consumer reports with no results. Is there another source for recommendations?

Let me tell you I have tried nearly every type of electric heater out there.
A Quartz Heater is good for quick hot heat, but is dangerous if used by curtains, bedding, or anything placed within 3 foot the front of it. Those 2 glass rods can cook meat.
A safer and better cost efficient heater is the oil filled heater(filled with mineral oil). It resembles the old time steam radiator. This heater works well without the fear of fire unless you drape something over the heater(blanket, curtain..), then it will overheat and catch fire.
But other than that they are well worth the cost($20-$40).
I have 3 of them in my house now. I like the one with a remote control as well as manual.

There are many considerations, foremost of all safety. There are napthaleine space heaters that are very efficient and other combustible heaters, but they require very good ventilation.

Electrical is usually the safest, but not as efficient.

The Undewriters Laboratory is a good source to have statistics on consumer goods.

We just add blankets (that are already paid for!) and wear sweat pants and sweat shirt to sleep in. Our electric bill goes down during the winter.
