Tell him straight, why be so quiet about these things?
I used to be like you, I was too meek and quiet and shy to say anything, now I think to myself "Stuff it" no one walks over me.
This is YOUR things we are talking about, who cares if he's moving soon, he is here now and YOU need to say something to him. YOU paid for that food, YOU eat that food, that is YOUR property. Tell him if he does have any respect that he says he has he will stop touching your things.
Stuff it if he gets upset, he had it coming and you know it.

If he's moving anyway, I think you should put a lock on your bedroom door and keep all your stuff in there. Don't leave anything you care about in the refrigerator either. Get a cooler or a $60 mini-fridge for your room (you can always use it later for one thing or another - or even sell it). In other words, don't give him the opportunity. If he asks why you're keeping everything in your room just tell him that as long as he's leaving anyway you are willing to do this until he does go.
He has no right to throw your stuff away. Period. I'm not sure if the police would allow you to file a complaint or not. If your situation is extreme enough and it amount to your being taken advantage of and mistreated there's a chance they may. If its just last night's Chinese food, though - they'd laugh.
You may want to ask the people you lease with whether you can get out of your lease in view of the fact that he also holds a lease and is making your life miserable.

They will Laugh,,, Get yourself a mini fridge and put in your room, keep your groceries in your room, and tell him if he throws one more thing away that is not his you are gonna stoop to his level the next time he leaves for the day,, Your Gonna find EVERYTH(NG of his that you can and its going out to the Dumpster --- If he does it again - Get some Large Trash bags - go round up all his stuff throw them in bags and hide them in your room, PS - put a deadbolt lock on your bedroom door, and see how he feels about his crap being thrown out,

Install a small video recorder like a "nanny cam" they are small enough to go unnoticed. That way you will catch him in the act and can then confront him/make him pay you back. You could even then go to the leasing consultant with the video, even though you are on seperate leases, they could deal with him.

Jail, no depending on where you live, you were responsible for some storage of her items. Probably not 7 months though. Can't give you the law since I don't know where you live. Hopefully you have pictures of the room as she left it, and she has not been paying rent or anything.

Until then, try keeping your things on your shelf in the 'fridge. Let your roommate know that should he tidy up your space he gets to replace it. You aren't asking for his help and he shouldn't take it upon himself to do it.

you live and learn. my brother and i have gotten into fights getting people out of his place. were better judges of character now. you gotta just keep your stuff away from this jerk until he moves out imo.
