whatever the user intended it to mean... or nothing... it is something snoop doggy dog says... and came up with... it just sounded good to him. it only sounds good coming from him anyhow...

The translation is quite accurately "That is for sure, my friend.". I say that because the phrase is commonly used among friends, not amoung supperiors, as would we say that just as informally.
