Why do Amercians emphasize in partisan politics when people make the Country that are meant for the people by the people; instead of centrification (in Democratic and Republican parties), discernment is made possible under an enforced transparent system to devolved candidates based on merit, honesty, integrity who have the best interests of the people be a laid by the wayside ?
Or is Substance revealed in off-poll monetary gifts (commercial lobbists) to line silk pockets the real (and specutively ailing) system (democracy) ?

The dialogue of governance under Blair's Britain through New Labour is exclusive, Conservatives adopt untenable far right position, and New Tories filling in the left and centre-right, short of American democratic demagogy, the people are caught between a precipice and the abyss.

Not the clearest proposition put down, but the answer is yes.

Effectively the American people have been disenfranchised because although political debate is often ferocious, its remit is extremely narrow. Beyond these narrow bounds is a deadening silence. With both main parties following the same fundamental policies and only disagreeing in presentation and emphasis, where is the democracy?

I would also point out that there is now an extreme danger that the same is happening in Britain. Blair's New Labour took an unelectable party, ignored what the membership wanted and represented, and with the support of a small clique, rules Britain with centre-right policies. This forced the Conservative party further to the right; too far right for the electorate. So David Cameron is now in the process of performing the same trick. The New Tories are attempting ignore the wishes of the party membership, take the policies to the left and also occupy the centre-right. Therefore the two main parties are effectively pursuing the same policies: the same situation as in the USA.

Britain and America are truly two countries divided by a common language ! If your question (?) was in an exam I think a lot of candidates would pass to the next one ! The only thing I can say about politicians is that they only have two faults , everything they say and every thing they do .

Your question is a little obtuse. However I think that I agree with you.

The current political campaigns seem to have little to do with reality and a whole lot to do with media circus and power hawking.
