How hard would it be to engineer a soft protective cup that goes on like underware .Something where he can pull out his penis like underwear if he is urinating in a bathroom stall.
The goal of such a device would be to make you kick resitant down there but not kick proof.
You would have the opportunity to flee or face your attacker if she pressed the attack and you had no avenue of escape..

If you are that paranoid - simply purchase an athletic protective cup and wear that with your underwear - there is too much liability in molding plastic shields inside existing underwear.
Maybe you can talk to UnderArmour and pitch your proposal to them.

Although I don't disagree with Albanian..'s answer, I think it may have been a little too high level of a response. So I suggest going with a softcase to get the cushioning effect he mentioned. I have a flip-cover leather case on my iphone which is essentially a soft outside moulded over a hard plastic interior which you can't see. Two years, no damage, and I think it looks better than just a rubber cover.
