Honestly, I don't think this would be considered a significant enough event to alter the outcome of the election. The big story concerning Saddam was catching him in the first place, in my opinion.

There's only a week and a half left, if their going to get some bonus points for the elections it would half to be now... I do think that bin lauden will be caught just before the 2008 elections though... but then he will accidentally escape afterwords.
