I believe you are referring to Bloody Mary.
You'd say it 13 times. WIth the lights out mayb with your back to the mirror or eyes closed or while turning around. When you finished the scary ghost of Bloody Mary would appear in the mirror and get you.
The story...leads to many historical posibilities but mostly likely it could be refered to Englands Queen Mary know as Bloody Mary for her execution of many a subject.

I do not know the context in which you heard the term Blue Baby. But actually it is a heart disease in infants and childredn. Read the excerpt from Wikipeida -

Blue Baby I was taught in school was a baby born with abnormalities due to the parents blood types clashing. That is why we used to have blood tests before every marriage, but they did away with that here.. which doesn't make any sense... what you are thinking of, (and I think the blue man group is funny!) is candyman, bloody mary, and if you watch south park, Biggie Smalls... lol Bloody mary is supposed to scratch out your eyes since she was caught killing the children as a camp counsler, so now she takes the eyes of people who summon her for being killed for it, and i never saw the movie candyman. You can do a search for urban legends and there is a whole bunch of this stuff.

The more common form of this folk-lore is "Mary Worth"-although the movie was called "Candy-Man".In all forms it's just a mass self hypnotic suggestion thing based on the weakest,or easiest-to-scare,individual convincing themselves they saw "something" in the mirror and screaming,which of course freaks everybody else out,too.

the last time i heard bout it was when i was in my highschool days, it was mentioned during our science (or biology class)when a child is born with certain health abnormalities (the heart, i guess)
