If you want to own a hand gun you have to at least 21 yeras old and be able to pass an FBI back ground check. The same goes for a long gun except the age is 18. States may have different laws concerning ownership of firearms but the federal law is the same for all 50 states.

On the Federal level you need answer "no" to all the questions on ATF form 4473 except the first one which asks if you're the true purchaser. (which you should answer yes of course). Some states require a permit just to buy a gun, or require registration, but most don't. The requires to get a ccw (in those states where you can) vary a little but they are mostly in-line with the Federal reqs.

Basically, since it is a constitutional right, everyone can. However there is a background check and some exclusions. No felons are allowed or people with mental illness. This is only checked at the time the gun is purhased.
