Pre-op transsexuals is a little vague. Male-to-female transsexuals or female-to-male? I assume you mean male-to-female, as they are more well-known. Yes, many men are attracted to pre-op transsexuals, usually because they feel they can experience the "best of both worlds", as it were, and possibly as a way to satisfy bisexual or even gay curiosity/urges in a 'safe environment' that doesn't threaten their sexuality.

However, there are many women who are attracted to pre-op transsexuals as well. Many wives have stuck with their former husbands through transitioning. There are also quite a few lesbians who are willing to date transwomen (although there are some who refuse, as well). In my opinion, however, post-operative is probably more desirable than pre-op, although both are still good.

Never underestimate the ability of bi-/pan-/omni-sexual or genderqueer individuals to appreciate a pre-op transsexual and value them for their sexiness (rather than waiting for transition to be over).

Oh, and just for personal experience: I'm a gal and I love pre-op transwomen. Yum ;)

Not necessarily so that women not attracted to pre ops,in a lot of cases they feel a need to nurture, plus I have known a couple before and after who have maintained a ongoing relationship.

Men well they can get turned on by the thought of what is going to take place and want to be a part before and after , BUT I would think that is very normal for that group of ppl...
