short answer is no.
Masturbation is normal, natural and healthy and guys and gals do it. Yes she may believe that she shoudl be able to satisfy all yoru needs sexually speaking but unless you are living together and having regular sex sufficient to keep you well satisfied sexually then she is not being fair. In fact even after two people start living together and having regular sex, the needs of one partner may well exceed those of the other and the one person may continue to masturbate.
thus feel free to masturbate as you feel the need to and try to politely inform her that is is not her lack of sexual performance that drives you to it; it is merely your high sex drive. If she continues to have a problem with it, then she can either offer you a lot more sex or help you find a second gf to pleasure you when she won't (said with tongue in cheek).

It would be fair if the boyfriend is selfish and always hogs all the sexual pleasure for himself.
