I tried scratching those bits off with my fingernail, but it takes the paint off. Any good suggestions? I already went to the car wash a couple of times, and each time some cement comes off but it takes the paint off also.

I'm pretty sure you're not going to be able to get the cement off without taking some of the paint off with it, but you can go to a car shop and get a littke bottle of touch up paint in your cars color (they have pretty much ANY color there) and just touch up the places the paint came off at.

Damn! That sucks! Unfortunately there's no way to avoid damaging the paint. Dried cement is almost as bad as hail damage...
