I am fully aware that the U.S. government has a website devoted to this program, however, I could not find any real, legal documents covering everything this program entails. Any suggestions? Thanks in advance!

The concept comes from a series of books by and for the lunatic fringe of Evangelical Christians waiting for the "Rapture".

The "Rapture" is where one would be left behind.

This has been massaged into an invasion of fundamentalist teachings into approved text book for school children, and federal funds are denied districts that don't go along with it.

I know that it is somewhere at whitehouse.gov, but am very tired and cannot nail it down just now... I had to do a paper on it a few years ago when I was in graduate school. I found the transcript for the speech here and also what exactly is covered in the document. Hope this helps some...

Ok... here is a very detailed document... I believe it is the transcript of the speech by Bush... anyway, it is by Bush...

I mean... you could look at the legislation... that would be a bit dense... but it would get down to the real nuts and bolts of it...
