Obviously you have checked the fuses. Are you certain the compressor is not running? maybe you have a refrigerant leak.Could also be the on off switch for the a/c.I really can't sympathize with you we got temps of 40 F right now and wet.

what manufacture when they replaced compressor did they add a hard start kit?what took out old comp.are you out of freon most units have high/low pressure switches.does fan run with tsat off if so bad contactor.see if there is a reset button on lower part of condensor rheem and the like will have that it will be by the copper tubing

Your installer forgot to install an inline filter for the freon. Tell him what happened and maybe the pump is under warranty but if not try to blame him for no filter.
