Possibly one human figure in small size and 2 or more standard size human figures standing over the small figure looking down on ite with arms crossed. Or one looking down and one with its back turned. -- A simple judging icon would simply be a thumbs up next to a thumbs down within a square or circle. To be creative, make a circle with one half made of the thumbs up and the other side the thumbs down, maybe with a pair of eyes in the middle.

First you must interpet "Judgin people"... at first I thought you were talking about actual Judges who make decisions in court.

Symbolically, the scales is a classic representation and it also give hmmm a fairness look to it. But if you are talking about people who judge as in sterotypical view and typically unfair judging, I think I would go with the scales because I see it as symbolic judging, but to represent unfairness, I would tilt it to one side as unbalanced. Or even go with the classic lady whom holds the scales and alter her to represent unfairness (if that is your interpetation), like take her blindfold off - for example.
