If either of you can not freely say the words and mean it, then it is not love.
It may be better to question why you are stifled. If you are afraid of a negative reaction, then you may already realize that the feeling is not mutual.
Short of saying it, you should show it in all you do. The better you know each other, the better he will understand your actions... without the words.
Multiple breakups and your insecurity are signs that you do not have a solid relationship, so it may not be the thing to say until you are better established.
Beware! If you are so young that you are still dreaming of being older and getting married, etc. then realize that no matter how good you may feel now, you both still have a lot of changes and maturity ahead of you. Enjoy what you have while you have it, BUT don't plan your wedding just yet !

I'm in the same boat right now. Sometimes you feel so repetitive saying "I love you" over and over again. Sure, everyone likes to hear it, but after awhile you look for other ways to express your feelings. Well, my sweetie showed me by making me something. He actually learned how to crochet and made me a hat and scarf (it was winter then). The idea that my big tough guy actually learned how to crochet and worked really hard just to make me something showed me right then and there. You could do something like that, something that would involve a lot of effort on your part that would show how much you care. Anyone can just go out and buy something but he'll have something you made just for him, somethiing one-of-a-kind.

Why wouldn't you use words? No sense in beating around the bush Just tell him, then you'll have a better idea of whether or he loves you or not by his reaction to that.

I don't know ... bake him cookies or something. Guys love food, especially if someone they care about made an effort to prepare it for them. Why not go all out? Find out what he likes and invite him to a candleleight dinner!
