Armor-All is good for dashboards and all vinyl stuff.
I used to by this product called Nu-Vinyl, but I cannot find it anymore. It worked well on my car's vinyl top and made it last and shine for years. It's better than Armor-All.

Armor-All is an okay product, but there's better products out there. I would recommend cleaning off the dash with Meguiar's Quik Interior Detailer, which you should be able to find locally. After cleaning it, I'd recommend protecting it with 303 Aerospace Protectant or Sonus Total Eclipse.

ArmourAll is the best in my opinion. Though if you have leather there is a special formulation of ArmourAll specifically made for leather. They make a really good product and it's not as expensive as one might think considering the results. Sorry, didn't mean to sound like a commercial but if I believe in a product I'll give it it's due.

A damp cloth is best. If necessary, use a LITTLE bit of windex. Too much cleaners will damage the finishes of the dash materials.
