Sand

I believe the original riddle went something like this:
Walks in the wind
Runs in the rain
Makes dry oceans in the sun
Counts time, stops clocks
Swallows kingdoms, gnaws rocks.
What am I?

The accepted answer is sand, which blows in the wind, can turn into mud when it rains, forms "oceans" in the desert where sand dunes exhibit many of the properties of waves, covers the ruins of kingdoms of long ago, and eats away at rocks through erosion.

I would say that time or even the "sands of time" make an equally appropriate answer except perhaps for running in the rain.

Any thoughts?
