Wallow is to immerse oneself in something; a Mire is a swamp. Thus to wallow in the mire is to loll about in the ooze -- and of course, Jim Morrison would have been using the phrase methaphorically, with a meaning such as to spend too much time regretting past sins and entertaining bleak thoughts.

Don Henley, who wrote the lyrics, said the song was about the excesses of the 1970s, when people came out of the 'summer of love' ("we haven't had that spirit here since 1969") and went into the decade of excess. He wrote the lyrics, so I'd trust him for the interpretation of the song.
