If she still loves him she HAS to tell him! communication is the only way any relationship will work, how will she ever know if she doesn't ask. Besides us guys aren't known for our humility, it's way easier if she gets the ball rolling.

Why not? I did called up my ex too, even though he's in another relationship already. What your sister needs to understand is, if she feels a need to call him up to wish, then why not?
I mean, it's all in the pass, right? Even if there's unhappy stuff that happen before, put it all at the back now and move on.
Let him know that even they're are not together, that does not mean they are enemies , don't you think so?
Try to be open minded and let go off things that aren't worth to remember, and remain the good memories to unfold when we're older.
Trust me, having a friend is better that having an enemy, but be sure to draw the line to avoid things getting out of hand.

What's the true purpose of the wish? If she is just wishing a friend happy birthday that's cool but if she is wanting to restart her relationship with him she needs to find someother way to do this rather than using a birthday wish.

There is nothing wrong with wishing her ex-bf a happy birthday. Its perfectly alright. For one, you mentioned that she still loves her but due to circumstances they had to break up.
Having to show fondness to a person by greeting him on his natal day may and may only mean that your sister simply wished him good on his special day. It does not necessarily follow that she wants him back or might want to reconcile.

theres no harm done in wishing him a happy birthday. just because they arent together anymore doesnt mean they cant wish each other a happy day. the only reason i would say NOT to, is if its going to hurt her more to hear that hes having a good time. meaning without her. good luck!

Whose problem is this? Yours or your sister's?
Wishing him for old times sake is a very good gesture.
But doing it for renewing old ties and broken bonds isn't good. Having parted ways and he probably having another girl friend now, it would appear cheap and lower her esteem in his eyes, were she to wish him, with getting him back at the back of her mind. Far better not do so.
And in hindsight its overall better to avoid it - it might just make both of them feel awkward and uncomfortable.

Depends. If she wants to keep the communication open for something in the future, then yes. Otherwise, spend the time chasing after someone with prospects.
