On the series they were under a limited budget. By the time the movies came out the budget was higher and Star Trek TNG was on television. The history is that Klingons were first made to look like Russians and characterwise that never changed. When they speak English they brag like a Russian. In case you are wondering Romulans are Italians. Borgs are bees.

Two episodes of Enterprise (Affliction and Divergence) go part way to explaining it, perhaps with a few plot holes.
The Klingons were experimenting with creating Klingon Augments, like Noonian Singh's human augments, which combined human and Klingon genes, to create a more powerful metagenic Klingon Warrior.

I think they explain it somewhat in the Deep Space Nine episode where Sisko goes back in time to Kirk & Spock, etc. and Worf looks different from the other klingons on space station k-7. Said it was some kind of virus or something that only affected them for a certain period of time and then they went back to looking normal like Worf.

I believe the "unofficially Official" explination was that the "Klingons" in The Original Series were actually surgically (or genetically) alter to look more human. This was done to better infiltrate Federation Space. In Later movies (as well as Next Generation) we see "real Klingons", or ones who were not altered.

(If you count "Enterprise" as Star Trek cannon... and i don't.... It is because they were infected with a virus that was intended to create "Super-Kilingons")

in reality the makeup department got more advanced the first one were from the 1960's and the 1990 's later on. in the last frontier known as SPACE though maybe they stopped having intermixed relations with humans and so they made the empire more klingon that way

Makeup got better. Original series was so long ago they didn't have any cool stuff to use. I personally think Worf was a fox.
