It's because you're using a celeron processor, which usually only come in laptops. That series of processors were never really intended to play games due to the fact that it's a lower powered processor. The only thing you could increase if you do infact have a laptop is to get more, faster, better RAM. this can increase performace in a lot of things. You can't really change the graphics in laptops unless its a newer one made to be able to let you do that. I'm sorry to say but you computer sucks and can't handle the game. It's a demanding game to begin with but with what you have you won't get much farther. You're better off getting a new computer that has the recommended specs of the game.

That is weird that you would have a Celeron M in a desktop, that is a laptop processor. Anyway the biggest thing for games is a good video card, but in your case that processor will probably be a problem. I would suggest just turning the settings down as one user suggested. If you want further help, could you email me with the exact specs of your computer, then I might be able to give a better suggestion.

Probably the game is pushing your video card too far from its capabilities.
Try lowering the game's graphics "choices"...
In the game, go to "Options"->"Video"->Set resolution as 640x480x16 and enter "Advanced", there set "Antialias" to "off" and reduce the draw distance. that should give you a bump up in performance.

Also, try a forum entirely dedicated to the gta series:

BTW: That CJ guy... he's the best!

GTA is a huge game. The map itself takes up a lot of memory. Then you have the AI of all the people, all the cars, weapons, etc....ya know? It even runs a wee bit slow on PS2.

You either don't have enough memory or your video card/connection is slow. Do you have an accelerated graphics card? If not you need one.
