If you have spindles you can do a weave with strapping. If not, you will have to trim and sew with nylon or brad together (much more work) with a whole piece that has been pre-stretched. Note if you decide to sew, you will have to use a thread that has give and sew at least four rounds unless no one is going to sit in it.

Is it a hole in an existing piece of leather?
Is it a hole in the wood?
If it is an existing piece that rotted, replace the entire piece.
If it was cut or damaged, you can put a piece over it and sew it on.
If you take it off, almost any shoe repair (or maybe a saddlemaker) can sew it for you.
