Nimbo-stratus clouds rain like that. I think this is the answer you are looking for, though there are other rainy situations:

Cumulous clouds result in rain that starts and stops and starts and stops.

A thunderstorm with lightening, possible hail and very heavy rain that lasts for less than an hour comes from a cumulo-nimbus cloud. If the pouring rain and lightening last for hours, it is because of a line of these clouds and a frontal change (an "embedded front"). An embedded front is often associated with a major storm or hurricane.
