Do i need a new mouse or is it my computer?

you can clean off the outside lense of that optical output. That's what reads how clear the surface is when moving over it to recognize changes. It also depends on what kind of surface you are using the mouse on. Anything flat, smooth, clear of debris/dust, and doesn't reflect or absorb light is ideal. If you are using glass or an all white surface, your mouse will have a harder time scanning across the surface to know when to move the cursor. Mouse pads are pretty cheap and you could even make one out of cardboard if needed.
If this doesn't help, then check your batteries, if wireless, and possibly buy another one. here are some excellent coices and will last a while. You can even change the sensitivity on the mouse with the click of a button on it.

I went to great lengths to get a new one of my Old Mouse because this and other problems are normal for Optical, Laser and Wireless Mouse.

I was even in a store and explained this infront of someone as I was looking for a Ball Mouse like my old one... and he was all like " The Optical are Cool",.. then later on he was talking to an employee because he wanted a new mouse and he was describeing the exact problems common with Optical,.. so the Employee was like " Ya, they suck,.. these new ones are better,.. they are called Laser,.. all Mouse will be like this some day,.. they are Twice as good,..". Twice as good isn't as good as my Mouse.

The Ball Mouse in stores are usually these cheap ones that will not work because the brand sucks. There are 3 brands that are different devisions of the same Brand and so they are the cheapest/leastexpensive but also the cheapest pieces of junk. We have tried to buy that brand and it has been broken,.. my mom's friend bought several of the same thing by the same brand (like 6 keyboards) and they all were messed up.

If you ever had a Favorite Mouse that worked perfectly, do what I did and find it on eBay or Yahoo Auctions,.. some place like that. The prices also will be much lower then store prices,.. shipping included. Some people find a favorite Computer, a Favorite Keyboard, and a Favorite Mouse.

You know, this may sound crazy, but when I had a laser mouse it worked much better with a mousepad. Seriously. Of course, you might do the right thing and already use one regularly, so then it's possible it's the mouse. I surely hope so as to a computer problem.

I had this problem. I was using the mouse on the bare desktop, but using it on paper or a mousepad fixed it. The laser probably isn't reading right. Also brushing off the laser light on the bottom might help.

Make sure that the space under the laser is clean. If it is, try reinstalling the driver, or get a new mouse.

Probably the surface you are using as a mouse pad. Try something smooth with a pattern.
