Be honest. The letter doesn't have to be long. If you have not had any type of a business relationship with the person, you will be writting a personal recommendation. Companies realize that means you are a friend & you're not going to say anything bad.
Here's an example:
The purpose of this letter is to provide, John Smith, a personal recommendation. I have know John for 5 years. He has been in the photography business for 3 years and I have viewed and enjoyed his work tremendously.
If you would like to ask me any questions about John, please feel free to call me at 333-444-9999.
Regards,
Jane Doe
Remember if you do get a call back to be careful not to say anything that could be misconstrued as negative.

It is very simple. Just write: I have know Mary Smith for 25 years and have known her to be a reliable person. If you choose to hire her, I am sure that she will make an excellent employee.
If you are familar with her work, you could add in the middle that you enjoy her work.
