Its an insult, one person is accusing the other of being fond of goats in an un-natural way, if you catch my drift. It could also be used by buddy's joking around with each other. A good come back would be something like "I prefer sheep ... softer and no horns!" ah but only if they're friends you wouldn't want people getting the wrong idea.

"Goat roper" is just slang for an uneducated, rural person. It's another way of saying "goat herder."

"I don't know if it's connected, but "goat roper" was a term of abuse used in Ft.Worth, Texas when I was growing up. It was used to describe someone who dressed like a cowboy, but was essentially a suburban person who wouldn't know one end of a horse from another - rather like Garth Brooks."

goat-roper n by 1960s A rustic; hick; = SHITKICKER [A farmer or other rural person].
From _Dictionary of American Slang, Third Edition_ (1995) by Robert L. Chapman.

When I first heard "Goat-roper" it was when I was in the Navy... there were real cowboys or farmers... and then the guys who wore tailored jeans, dusters, and western shirts for their trips to the Enlisted Club... with a big mouthful of dip.

It's a derogatory term for a full-grown man who's a "dimestore cowboy". Or he's "all hat and no cattle."
