Short term - the developed world will not be affected very much, thanks to modern food distribution and electricity. The developing world would be hit hard, especially subsistance farmers, but hopefully they would be able to get food aid to prevent a famine.

Long term- this is less predictable, but I think that food shortages could bring about political upheavals in some areas, depending on the circumstances.

Are you referring to if this phenomenon occured now as opposed to 200 years ago? Less people would die most likely thanks to better heating resources, although food shortage would still be an issue.
