For sure not Canada, as it is worse than US and any other countries that POLICE & GOV. having full control over the life and freedoms of people. I would select Italy; there are a lot of criminial orgaiization there, like US and Canada; however, at least the Italian Criminial Organizations have some kind of ethic and rule. However, in Italy I would get chance to "Live" and enjoy my rest of Life.
