two-thirds is called a "Super Majority." They are pretty hard to get unless someone or something deserves it...
Section Five of Constitution:
"Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member."
FYI: Super Majorities are used all over the Constitution... Basically think of it as if something is voted on by a majority (the people of a State in this case), it takes a Super Majority to over turn it.
Also, no senator has been expelled since the Civil War... Total Count: 15. 1 for Treason in the 1790s plus 14 for supporting the Confederate States.
Since 1950, two senators have been brought up for Expulsion votes, Williams (1982) and Packwood (1995), and both resigned before getting the boot, er, the vote of the Senate took place.

so George W. Bush and all of his crooked cronies would not be able to truly control the senate, which would give him unlimited powers. And then he would really try to make the whole world operate as America chooses, alot like Hitler.
