Lexis-nexis has a database of all congressional records. Most libraries have a lexis subscription. You simply log on and refine your search for "government" on one of the side bar categories and once inside that you mark it to search for "congressional record." This will also search speeches made on the Senate floor, but you can refine it for a certain member of congress, date, or whatever search term you want to enter. It's great.
