I don't mean to offend anyone, but it always seems that the noisiest neighbors are always people from other countries
(outside the U.S.). They play loud, boomy music late at night,
get up early and talk loudly in their native language and slam doors all the time. What's up with that?

Actually my nosiest neighbors have been white. Like the weird, beyond redneck, West Virginians who were paranoid and up in everyone's business. Sadly I can't place this above or below the Wvs but this dude who was a few nuts loose would walk up to anyone in convo or just doing something outside and not say a word just stare and smile at them in a really creepy way. He also once walked into a neighbors house and started playing with her baby when she was getting something from the kitchen.
